IPM merupakan indeks komposit, yakni gabungan dari indeks harapah hidup, indeks pendidikan, dan indeks pendapatan, yang menggambarkan tingkat kapabilitas dan kaulitas manusia suatu wilayah/negara yang tercermin melalui tingkat kesehatan, pendidikan, dan pendapatan per kapita. Dalam prakteknya, penghitungan IPM yang dilakukan UNDP melibatkan variabel-variabel berikut: angka harapan hidup (life expectancy at birth)−kemungkinan umur yang bakal dicapai saat lahir, rata-rata lama sekolah (mean years of schooling), harapan lama sekolah (expected years of schooling), serta PDB per kapita dalam dollar PPP (gross national income per capita). Dengan skor IPM sebesar 0,617, itu artinya kualitas pembangunan manusia Indonesia termasuk kategori medium (medium human development) menurut UNDP, seperti halnya China dan India, dua negera yang saat ini kinerja ekonominya dianggap terbaik di Asia, bahkan dunia. Tetapi jangan senang dulu, karena skor IPM Indonesia sebetulnya masih di bawah rata-rata untuk kawasan Asia Timur dan Pasifik (East Asia and Pacific). Sekedar diketahui, rata-rata skor IPM untuk kawasan ini adalah 0,671. Bahkan, dikawasan ASEAN pun sebetulnya kita tidak terlalu menggembirakan. Kita kalah dari Singapura (0,866), Brunai Darussalam (0,838), Malaysia (0,761), Thailand (0,682), dan Filipina (0,644).
